Terms and Conditions (.ir), Appendix 1: Domain Rules


1. Who May Apply?

  • Organizations legally represented within the geographic boundary of Iran.
  • Individuals officially residing in Iran.
  • Organizations connected with the official representations of Iran abroad.
  • Other individuals or organizations whose activity and use of the domain name are not in conflict with the laws, practices, and interests of the Islamic Republic of Iran.

2. Application Procedure

By filling out and submitting the Domain Application Form, the applicant acknowledges full acceptance of the Registration Agreement (see paragraph 1.6 of Terms and Conditions).

If the rules and conditions in sections C through H below are met, the application will be processed.

For certain registrations (sections E, F, G, and H), additional documentation may be required.

As part of the application requirements:

  • At least one DNS server must be configured and its IP address must be provided.
  • It is highly recommended to provide at least one additional DNS server along with its IP address.

3. Domain Format

The following rules regarding domain characters must be observed:

Allowed Characters

  • Letters: a–z (case-insensitive)
  • Digits: 0–9
  • Hyphen: -
  • Spaces are not allowed

Length Requirements

  • Minimum length: 3 characters
  • Maximum length: 63 characters

Hyphen Restrictions

  • Cannot be the first or last character.
  • Cannot be used simultaneously as the third and fourth characters.

4. Types of Domains

There are two types of domain names under .ir:

1. Second-Level Domains (SLDs)

Format: example.ir

2. Third-Level Domains

Format: example.*.ir, where * is a predefined SLD selected by IRNIC.
Rules described in section F. Rules for Third-Level Domains

Third-level domains usually have more restrictions but lower initial fees (see Appendix 3: Registration Fee).


5. Rules for Second-Level Domains

Any valid domain (see section C) EXCEPT the following may be used:

1. Restricted or Forbidden Domains

See section H.

2. Two-character domains

Not permitted.

3. Generic and Sponsored Top-Level Domains (gTLDs & sTLDs)

The following 15 names cannot be used:

aero, arpa, biz, com, coop,
edu, gov, info, int, mil,
museum, name, net, org, pro

5. Names of provinces, cities, towns in Iran

Reserved for the relevant administrative units.
See Names of Geographic Administrative Units in Iran.

6. Names of national significance

Including:

  • Famous personalities
  • Important events
  • Natural features
  • National resources

These may only be registered by applicants approved by the Ministry of Culture and Islamic Guidance.


6. rules-for-third-level-domains

The following are the currently available SLDs under which a third-level domain can be registered.
In all cases, the domain name must closely reflect the official name of the applicant.

ac.ir

For academic organizations licensed by:

  • Ministry of Science, Research and Technology
  • Ministry of Health and Medical Education
  • Supervisory Council of Islamic Seminaries
  • Supreme Council of Cultural Revolution

Required Document:
Official license (fax, mail, or email attachment) at the time of submitting the Domain Application Form.


co.ir

For registered commercial companies.
Required Document:
Copy of valid proof of commercial registration (e.g., Ruznaameye Rasmi).


gov.ir

For official governmental bodies under:

  • Executive branch
  • Legislative branch
  • Judiciary branch

Required Document:
Official letter on organizational letterhead, signed by a responsible authority.


id.ir

For individuals with Iranian citizenship or legal residence.
Required Document:
Proof of identity such as the first page of Shenaasnaame.


net.ir

For official ISPs or organizations whose statutes indicate network service activities.
Required Document:
Copy of ISP license or organizational statutes.


org.ir

For not-for-profit organizations, learned societies, international organizations, etc.
Required Document:
Proof of registration or statutes.


sch.ir

For schools, institutes, and academic centers licensed by the Ministry of Education of Iran.
Required Document:
Official proof of status on organization letterhead.

7. modification and transfer

Most modifications to registration data can be performed using the Modification Form,
by the person or organization that possesses the modification password assigned during domain registration.

Important Notes

  • Changing the Registrant

    • This is considered a transfer of the domain.
    • Both transferor and transferee must submit their request.
    • The transferee must meet eligibility requirements for the domain.
    • The transferee must pay half of the one-year renewal fee of an SLD
      (see Appendix 3: Registration Fee).
  • Changing the Administrative Contact

    • Only through an officially signed letter from the Registrant.
  • Administrative Contact Authority

    • Can modify the Technical Contact and Billing Contact.
  • Changing the Domain Name

    • This is considered a new registration, not a modification.

8. restricted and forbidden domains

  • Applicants for domain names of religious significance must provide written approval from
    the Ministry of Culture and Islamic Guidance.

  • Domain names that imply illegal activity, or are considered publicly offensive,
    are strictly forbidden.
